I've never built a tank before, so this may be a bit rough. I took many of the ideas from Garthalus' Ice/Fire tank guide but modified it a bit.
The basic idea is to softcap defense and then allow KM's -DMG stack with Chilling Embrace and Darkest Night to make up for the lack of resists.
Any ideas?
