Electric/Earth/Psionic Critique
Once you get Perma-Dom (which is possible in the mid 30's) Indomitable Will adds practically nothing to your build. For that reason alone, I would switch to Ice Mastery. That way you can pick up Sleet (which works great with Chain Fences, since it doesn't have -KB) and a S/L defense armor that will put you over the softcap.
I dropped Mud Pots for you because the radius flat out sucks and it costs way too much endurance.
Also, I swapped Jolting Chain for Chain Fences because I find on my Elec/Earth dom that Power Boost + Chain Fences + Conductive Aura saps everything in two applications of CF. And personally, I never found Jolting Chain all that useful once I got Tremor.
I removed the +End proc from Conductive Aura because I believe it will give end back to the enemies. Also, I slotted it up for End Mod/Accuracy because it is a very good power if you are planning to be in melee.
Lastly, the free slot on Seismic Smash is for the ATO proc which gives you a near constant 40-60% damage buff.

@Wyatt_Earp: Thanks for the tips. I made some modifications to the build based off of your suggestions. I feel like an idiot for missing the part about Dominate adding so much mez protection. I suppose that's what happens when I make a build at 2-3AM after a long second-shift of work.
As far as Ice Mastery goes, while it is true that I would really like to add Sleet (and oh would I love to add Sleet) to the build I am not so interested in another S/L Defense shield. I personally find that soft-capped defenses are overrated opposed to sacrificing a small amount of defense in order to reach much higher values of damage resistance on top of the already high defense. I have seen the numbers calculated as to how defense can decrease DPS of enemies, but I find in this game that unless I am a melee character that is going to be holding most of the aggro in most encounters, thus warranting the gains of soft-capped defense vs. DPS, that I worry more about DPA than I do DPS. This seems it will be especially true as a squishy DPS character with heavy enough control abilities to likely keep even most bosses controlled.
I did follow the suggestion of dropping Mud Pots. I took it simply because I was unsure as to where to pull slots out of to make another power actually useful in any way. I also agreed with dropping 2 slots from Gremlins and dropping Indomitable Will, so that freed some slots to do other things. I added a slot to Seismic Smash for the ATO proc, grabbed Maneuvers instead of Mud Pots and put 2 slots into that as well as grabbing Assault instead of Indomitable Will.
Assuming I can keep Link Minds up, which should be easily possible with my current recharge on top Force Feedback procs, Ageless Destiny and Agility Alpha, I can keep pretty much every defense pretty high. 39.5% S/L, 37.6% E/NE, 35.1% Melee and 37% Ranged. With Power Boost up 15 out of every 30ish seconds all of those values will be well above soft-cap half the time, and if necessary a small purple can keep them above soft-cap the other half of the time. This is primarily the reason why I would much rather have the 36.6% damage resistance of Mind Over Body over the 19.55% defense of Frozen Armor.
As for Jolting Chain, while after some experience with it I may opt out of it for Chain Fences if I do not find it satisfactory, I AM hoping to keep it for the sake of approaching with Fissure > Jolting Chain, hoping for the +Recharge to proc and then continuing with my single-target attack chain until Fissure is recharged again. I added a Force Feedback to Fissure as well since Domination also seems to have -5 KB, so I removed the -4 KB Steadfast from Tough to add to Fissure. Since Stone Mallet, Heavy Mallet and Seismic Smash have such high recharges compared to their low activation times I really want to have as much recharge as possible when I enter the fray, plus it will help keep Link Minds perma and will help assure that no -recharge is affecting my ability to keep Hasten/Dominate perma.

Keep in mind, unless it's been changed, Link Minds is not affected by Power Boost. As far as going for Resistance, that's perfectly fine. I had just assumed you were going for the softcap because of all the Kinetic Combat IOs.
Overall, I think it's a pretty good build, however, I would still suggest slotting up Conductive Aura because it is that good. I would probably take 3 slots from Stone Spears (since the power sucks) and you'll just lose the one Ranged/N/E defense bonus.
Edit: Also, the Force Feedback proc in Jolting Chain will only proc once when you cast it. It won't check on each jump of the chain. Tremor is probably the best place for it.

Regardless it will still have plenty of defense to be effective and I will still only be a small purple from capping nearly every defense available. Also, if Force Feedback only has a chance to proc when I cast it and not on additional targets then I will definitely be dropping that power. Since I'm dropping Jolting Chain I'll look into grabbing Chain Fences and/or slotting up Conductive Aura. As for defense, I was not aiming to soft-cap, but I do try to maintain at least 32.5% in the important defenses on squishy characters and only generally aim for the 45% oncharacters that get their own actual good defense buffs.

I am considering another level 50 character to make and want to try a Dominator this time. For fun I want to try and make it a more melee oriented build so I am aiming for Electric/Earth. It appears Electric Control offers great control but from what I hear the damage is quite lacking so I am hoping to maintain high melee DPS with Earth Assault. I am thinking of Psionic Mastery for the purpose of trying to get Link Minds and Indomitable Will perma on top of trying to maintain permadom. If I decide to do this character it will be my most expensive build to date so any critique would be appreciated before I decide to invest the time and resources into it.
