@Beauregard: Thanks for the tips. I may go for the Cardiac, I was just mainly considering whether or not the 1.2% Smashing/Lethal resist and about 5% to all other resists aside for Toxic was worth more than having about another 1.6% defense against all attacks and the couple seconds shaved off of my longer recharge powers. I'll have to look more into which I feel is necessary after getting my IOs and running some more difficult content.
Concerning my Epic Power selections, while I would like to get Mu Mastery for the AoE damage I am not sure how I could afford to slot any of the attacks without taking a hit to my positional defenses. The only reason I really went with Energy Mastery was because I could not find any slots to spare to make anything worth using, so the slight passive buff of Physical Perfection seemed appealing. I'll see if I can pull slots out of somewhere for an AoE attack or two, but I doubt I'll be able to pull it off without hurting my defenses more than I'd like.
I may drop Eagle's Claw if it is that bad of an attack. As you stated I could easily put the set into Boxing or Brawl, so I'll likely drop it for Focus Chi, or if I can fit Mu Mastery in somehow I'll swap it for an AoE attack.
I was considering swapping the ATO into another power, but if the proc rate is indeed higher in my later attacks then I'll definitely move it over. I just figured that since I will be making sure to use Storm Kick as often as possible to make sure the +Def proc remains in effect that it could be a good option for the +Res proc as well. I guess I'll likely be using ALL of my attack powers when they are available though since that defense proc lasts about 4 times longer than the combined recharge and activation of Storm Kick.
For the stealth aspect of Super Speed I was less concerned with protecting myself and more concerned with grabbing unnecessary aggro for the team. I'd like to not have more enemies than necessary attacking the party when arriving at target locations in some of the quicker speed runs. I guess I was just mainly concerned with having potential issues with party members getting unneeded aggro due to the aggro cap preventing me from holding the enemies at the target location as well as the enemies trying to follow me from the previous room. I already have Ninja Run and if I needed even further vertical movement I can just craft a jetpack temporary power.
The Numina's was a tough decision for me. I really wanted that proc in Health, but I also really wanted that 3.75% Ranged Defense. Ranged Defense is generally easier to replace, just not sure where I would find the space to replace it. I suppose though that teams generally have enough stacks of Maneuvers going that I should be able to slack a little bit on defense and focus a little more on other things. I just really like the look of having those base defense values at 45+% on top of the heavy resistances.
I'll look into enhancement boosters if I really like the build, but generally I have been ignoring them since I am still undecided on a 'main' character.
EDIT: Just made a few changes to the build by moving some things around. First I decided to move over the ATO set, then decided to see how high I could get my defenses while going Cardiac instead of Agility. Melee and Ranged are only down to 44.5% while AoE is still above 45%, so that's not too bad I suppose. Did not like 6-slotting Health, but it was really the best way to maintain the +Recovery/+Regen in a passive while maintaining the 3.75% Ranged Defense. With Cardiac it also made the slots in Power Sink seem a little excessive so it wasn't too bad moving them over to Health. Dropped Energize down to 5 slots but would really like to find a way to drop the recharge on it down. I'll probably have to sacrifice that 1.88% AoE Defense to cut a few seconds off of Energize.
EDIT EDIT: On top of the previous changes I have found a slightly easier way to get the Ranged Defense needed to break 45%...grabbed Super Jump and Super Speed to put Blessing of the Zephyrs for the 1.25% Ranged Defense and 3-slotted Kick for 1.88% Ranged Defense, giving me a slot leftover to cut a few more seconds off of Energize's recharge. Only defense not at 45% is Melee, which is only off by .5%.

@New Dawn: Thanks for the feedback. It has been so long that I had practically given up on a response to this thread and did not want to resort to shameless self bumping. It's good to see that Taunt may have perhaps SOME use. I did not have enough slots to turn it into a slot mule so I was worried that having it as a power selection was going to prove utterly useless when I could at least have something decent like Focus Chi, which I admittedly wanted but did not have the power slots for. Since I am aiming for pure team tanking I was hoping Taunt would prove more useful.
Overall I have made some very minor changes to the build. I was not aware of how cheap the Shield Wall and Gladiator's Armor IOs had become after the I22 release, so now that they're easily affordable I do not have to hesitate about adding them to the build. I pulled a LotG Defense out of Combat Jumping and a slot out of Physical Perfection to fit the PvP IOs.
Although the changes are minor, here's the updated build. If anyone has any further comments/suggestions it would be much appreciated as I will begin purchasing IOs soon.

So I've never attempted to make a tanking character and decided I may want to give it a shot. I was messing around with a concept and decided to give Electric Armor/Martial Arts a try. I was aiming to soft cap all positionals at 45% but it became apparent I was not going to achieve that without the Gladiator's Armor +Def, which I am only willing to invest in if I REALLY like the character, so as for now the build does not have it planned. I will be going for the Agility Core Paragon for my Alpha, which will put my defenses at a reasonable 43.1 Melee/43.1 Ranged/42.8 AoE without the Gladiator's Armor.
I put the ATO set into Storm Kick since I plan on that being my most spammed attack in order to maintain the 10% to my positional defenses, so the resistance proc seemed best placed there. Since I have poor global accuracy I decided I may have to keep tactics going at all times to maintain a reasonable hit rate, but if I can keep Energize up at most times I am hoping I will not have endurance issues between its endurance reduction, Power Sink, Conserve Power and my Agility Core Paragon Alpha.
Also, is Taunt considered useless these days? Its low target cap, the game's inherent aggro cap and the fact that all of a Tank's powers seem to taunt makes it seem quite lacking, but I have no experience with it to be sure. If it is rather useless I could always drop it to add Vengeance into the build to put in a LotG 7.5% Recharge.
As usual I would appreciate any feedback from anyone with more experience with this AT and/or these power sets before I dedicate the time/resources into making this character.

@Wyatt_Earp: Oh, I was not aware Link Minds was not affected by Power Boost since Mid's was showing it boosted. Regardless it will still have plenty of defense to be effective and I will still only be a small purple from capping nearly every defense available. Also, if Force Feedback only has a chance to proc when I cast it and not on additional targets then I will definitely be dropping that power. Since I'm dropping Jolting Chain I'll look into grabbing Chain Fences and/or slotting up Conductive Aura. As for defense, I was not aiming to soft-cap, but I do try to maintain at least 32.5% in the important defenses on squishy characters and only generally aim for the 45% oncharacters that get their own actual good defense buffs.
I'll look into it further when I return from work but for now I have to leave. Thanks again for the tips.

@Wyatt_Earp: Thanks for the tips. I made some modifications to the build based off of your suggestions. I feel like an idiot for missing the part about Dominate adding so much mez protection. I suppose that's what happens when I make a build at 2-3AM after a long second-shift of work.
As far as Ice Mastery goes, while it is true that I would really like to add Sleet (and oh would I love to add Sleet) to the build I am not so interested in another S/L Defense shield. I personally find that soft-capped defenses are overrated opposed to sacrificing a small amount of defense in order to reach much higher values of damage resistance on top of the already high defense. I have seen the numbers calculated as to how defense can decrease DPS of enemies, but I find in this game that unless I am a melee character that is going to be holding most of the aggro in most encounters, thus warranting the gains of soft-capped defense vs. DPS, that I worry more about DPA than I do DPS. This seems it will be especially true as a squishy DPS character with heavy enough control abilities to likely keep even most bosses controlled.
I did follow the suggestion of dropping Mud Pots. I took it simply because I was unsure as to where to pull slots out of to make another power actually useful in any way. I also agreed with dropping 2 slots from Gremlins and dropping Indomitable Will, so that freed some slots to do other things. I added a slot to Seismic Smash for the ATO proc, grabbed Maneuvers instead of Mud Pots and put 2 slots into that as well as grabbing Assault instead of Indomitable Will.
Assuming I can keep Link Minds up, which should be easily possible with my current recharge on top Force Feedback procs, Ageless Destiny and Agility Alpha, I can keep pretty much every defense pretty high. 39.5% S/L, 37.6% E/NE, 35.1% Melee and 37% Ranged. With Power Boost up 15 out of every 30ish seconds all of those values will be well above soft-cap half the time, and if necessary a small purple can keep them above soft-cap the other half of the time. This is primarily the reason why I would much rather have the 36.6% damage resistance of Mind Over Body over the 19.55% defense of Frozen Armor.
As for Jolting Chain, while after some experience with it I may opt out of it for Chain Fences if I do not find it satisfactory, I AM hoping to keep it for the sake of approaching with Fissure > Jolting Chain, hoping for the +Recharge to proc and then continuing with my single-target attack chain until Fissure is recharged again. I added a Force Feedback to Fissure as well since Domination also seems to have -5 KB, so I removed the -4 KB Steadfast from Tough to add to Fissure. Since Stone Mallet, Heavy Mallet and Seismic Smash have such high recharges compared to their low activation times I really want to have as much recharge as possible when I enter the fray, plus it will help keep Link Minds perma and will help assure that no -recharge is affecting my ability to keep Hasten/Dominate perma.

I am considering another level 50 character to make and want to try a Dominator this time. For fun I want to try and make it a more melee oriented build so I am aiming for Electric/Earth. It appears Electric Control offers great control but from what I hear the damage is quite lacking so I am hoping to maintain high melee DPS with Earth Assault. I am thinking of Psionic Mastery for the purpose of trying to get Link Minds and Indomitable Will perma on top of trying to maintain permadom. If I decide to do this character it will be my most expensive build to date so any critique would be appreciated before I decide to invest the time and resources into it. Code:@NecroOmNomNomicon: Yeah, I kind of want to fit Screech into the build at this point and may have to drop Web Cocoon (only grabbed it as a placeholder for Basilisk's Gaze anyway). The initial point of trying for Shriek alone was the lower activation time. I figured that in the time it took Scream to activate twice I could get Shriek to activate 3 times, which ended up not being the case though due to the point DSorrow mentioned. I just wanted to stack as much -DR as possible as quickly as possible. I am currently contemplating making a Thermal Radiation character and I am stuck between Defender and Corruptor (and a small part of me is considering Mastermind). I even made a thread on the Corruptor forum concerning my considered Corruptor build at http://boards.cityofheroes.com/showthread.php?t=284865. Here I will be posting my Defender build as I currently have it.
I am trying to aim for soft capped S/L as well as getting AoE, Ranged, Energy and Negative Energy as close to that cap as possible. As a buffer/healer with very limited attack options I do not plan to be getting hit by melee often so I let melee defense slide a bit. I cannot really find any more ways to increase my defense and am slightly annoyed that I could only get 32.4% of my 32.5% goal on ranged defense but I figure that .1% will not be too much of an issue.
As far as my attacks go I was wondering if I seem to be gimping my blasting ability a little too much. I opted out of grabbing Scream as I realized I have Shriek's recharge lower than its casting time so I figured it alone could make an attack chain as a 1 second cast attack with -20% Damage Resist for 5 seconds. Seeing as how this will be pretty much my only attack getting use for DPS outside of Howl in heavy AoE situations will this be overly detrimental to DPS? If so would it be a better option to drop Screech with Stupefy in exchange for Scream with Thunderstrike? Doing so would also get my Energy Defense over 45% as well as my Ranged Defense past that pesky 32.4%.
Any comments from anyone with more experience with Sonic Attack and/or Thermal Radiation would be greatly appreciated regarding their usefulness on either Corruptors or Defenders.

So I decided I wanted to try Thermal Radiation for the first time and have been undecided on my overall build. I finally got something I think may work for me but I would like to get some comments on my build before I spend my influence. I wanted Radiation for my primary because I like the look paired with Thermal when recolored, but I'm open to other primary suggestions.
I also wonder if a similar build would be better as a Defender with Sonic Attacks since I seem to have focused a bit more on the defensive side than on recharge/damage. I wanted to focus a bit more on DPS/recharge with my primary (without going Fire Blast or buying purples) but cannot think of many ways to do so without taking hits to my defenses. Will my DPS with this build be so low anyway that I would be better off going Defender for higher buff/heal numbers or will Scourge make enough of a difference with this power combination that the DPS will be at least reasonably higher than going Defender? Since I have no experience with Corruptors, and not a lot with Defenders that are not Kinetics, I would really appreciate some feedback from more experienced players in this department.

Thanks for the feedback. I don't expect to actually get much use out of Dreadful Wail, I just figured that I had nothing really better to grab and with the massive damage boosts Siphon Power/Fulcrum Shift can give that I could at least get some use out of it in some situations for quickly wiping out large mobs. This could seemingly be really fun for overkill in some situations in combination with those crazy Judgement incarnates I've been seeing. Other than that I just also wanted a power to toss a purple set into that had high accuracy/recharge.
As far as the 4th LOTG goes I was mainly thinking of it for the purpose of more accuracy. I was about to use a 6% Accuracy Kismet somewhere since I was already at or above my target value on my intended defenses when I realized just another LOTG piece would net me 9% Accuracy. With mobs reaching up to level 54 these days and the fact that I was only investing a single Accuracy IO into many of my vital powers I figured I should get my accuracy pretty high since missing can be so painfully annoying with Kinetics. Is the 72% Accuracy from set bonuses overkill on top of the 59.7% I would be gaining from Tactics? Also, I am thinking that if I have excessively high overall accuracy already that dropping out Amplify for Vengeance may be a much better option for TFs/Trials.
I may actually go with the Inertial Reduction route in the end. I always used Super Jump/Flight back in the day so I wanted to give Super Speed a shot. I was considering Intertial Reduction more as I was getting annoyed with the lack of vertical movement, but lately I've been maintaining jetpack temporary powers and it has gotten rid of that issue completely so I'm pretty torn on which I actually want to go with.
EDIT: Went ahead and made the above changes in Mid's. Also swapped out Dreadful Wail for World of Confusion. Not sure how applicable the power will be to the build but Coercive Persuasion appears to be significantly cheaper and offers better defenses overall at the expense of the 15% accuracy boost from Armageddon (although it appears World of Confusion can slot either set if I ever decide I need more accuracy). Since moving the 4th slot out of Maneuvers dropped my Slashing/Lethal defense below the 32.5% I was aiming for I pulled the Knockback -4 out of Increased Density in exchange for putting the slot back into Maneuvers, thus getting back to 32.5% and maintaining the 9% Accuracy for the 4 pieces. I still maintained Knockback -8 so hopefully that should still suffice and I really wanted that 9% Accuracy back since I sacrificed 15% by removing Armageddon.
Still looking for potential ways to further optimize this build so I'm still open to and looking forward to any critiques/improvements.

I am currently working on leveling a Kinetic/Sonic myself and do not feel it necessary to create a whole new topic to post it so here it is. This is actually my first complete Mid's build as I have just returned from not playing the game for many years.
