Archery/Ice build critique
Looks like you're over the s/l cap without Agility, why not go spiritual if you're after more recharge, or musculature (this would be my choice).
I'm assuming you'll run Aimed-Fistful-Blazing as a ST chain?
I'd drop the dam/rech from fistful and replace it with the proc (you're way over the ED cap for dmg, and you'll still have enough recharge to run the above chain).
I'd swap the damage/range from explosive for the proc.
The rest of my comments are more subjective based on my own playstyle.
I don't believe the pacing of the turtle procs add enough mitigation to be worth the slots, I'd rather have more recharge in Aim and Buildup.
I'd drop frozen fists as I don't find myself blapping much on my ice blaster. I'd move those slots into boxing and pick up maybe assault, or more likely hibernate as an 'uh oh' power.
I actually do use chillblain, more so than shiver or snowstorm; but mine is ice/ice so I don't need those slows so much for mitigation. Consider, though, that you could 4 slot chillblain with enfeebled operations for the same s/l bonus, put 2 dmg IO's in, and still slot your slows for acc/end with the leftover slots.
I find 4 pts kb protection pretty adequate on a non-melee oriented blaster, the stuff that still knocks me back (nemesis wands, mag 10; AV attacks, usually high mag) doesn't happen often enough to be worth building for. Here's an interesting link listing some kb magnitudes:

Hey thanks for the comments Eji, I appreciate it. Couple things:
The reason I didn't go with spiritual or musculature is that with agility i get the +Def AND +rech, which i think is really valuable, although that may just be a personal thing.
The 4 pts of kb protection is probably a good idea. I can use one of those +kb protection proc slots for something else productive.
Do you think, for explosive and fist full, you'd slot a damage proc or a different proc? The thing that's nice about having 5 posi blasts is that you get the +rech bonus, but maybe it's not worth it?
For frozen fists, I probably won't use it that much, but i slotted it just for the set bonuses. I din't like to slot boxing because usually when i skip a power (like frozen fists) it's to get a different power that i'd like to slot. I could do hibernate, i hadn't really thought of that. Is it worth slotting hibernate for set bonuses? probably not is my guess, but I'll play around with it.

What do you think about Interface? I was thinking something with some more damage mitigation, but maybe pyronic would be better for the +damage?

Looks good.
In fistful, I'd swap the posi's dam/rech for the dam/range. You don't need the recharge to run the aforementioned chain, and extra range is really nice in a cone as it increases the area of the cone and helps you get more targets in.
I'd drop the Ragnarok Dmg IO from RoA. Most of that gets eaten by ED, if getting this power to the ED cap is a concern, you could use enhancement boosters in the Dam/Rech to bring both of those values to the ED cap (if you have access to the boosters). I'd maybe move that slot to explosive arrow for a force feedback +rech proc.
Personally, I don't find the entropic chaos procs to be all that useful but ymmv on that one.
Hibernate doesn't need end redux since you won't be attacking while you're hibernating. Swap that for a rech redux.
I'd like to repeat what EJI said..you want the dam/rng in Fistful.

I agree with both of you though, about the dam/range in Fistful. Definitely a good idea.
Here's what I've come up with now. I kept the entropic Chaos procs partially for thematic reasons and partially because I wanted to have a heal but didn't have a way to fit the power pool in effectively. If you guys see something that would significantly improve the toon that I should take those out for, I'm totally willing to hear it. Otherwise, you I've gotten some excellent advice

Celerity or Unbounded Leap in sprint is a great idea. Combined with SS, you'll get full stealth (in PvE, excepting baddies with +perception).
As to the blaster ATO proc, I'd be more inclined to use it in a long recharge ST attack. As I understand (and I could be wrong) it's programmed to proc a certain number of times per minute; multiple targets won't increase the likelihood of the proc triggering.

Hey all. Pretty new to blasters, I generally find face-planting every two seconds through the low levels too much to bear, but I had a good toon idea and tried this combo. It's sort of a soft control based build, as Ice has some nice slows and -rech powers and such. I mostly built for sm/l defense and +recharge so that I can get RoA up as fast as humanly possible. Went with Agility alpha, does anyone have a good suggestion for interface slot?
I'm worried about the single target damage, but i can't justify snap shot or the long activation time on ranged shot in my st attack chain, and i'm worried about end as the positron's blast sets are not very end friendly, but i really want that + recharge.
What do you guys think?
