Expensive? Bah humbug! Best effort at a claws/regen
Maybe a Winter's Gift in SJ? Personally, I'd probably lose spring attack for assault and move those slots to beef up Resilience.
I'd add more defense than you have.
Recharge is great, but there are things in the game that can and will kill you before you can react with a heal. Dr. Aeon for example, can one shot a scrapper at HP cap. His Energy Transfer deals around 2800 damage, and a scrapper maxes out at 2409.
I'm working on a build that will soft-cap Smashing/Lethal defense, have almost 800% passive regen, and will be perma DP capable with around 66% global recharge.
I'll share it when I get what I want to do nailed down.

It's a nice build, you got IH to be up 50% of the time. That's fairly impressive. But as a mission is one long stream of identical spawns I don't know if I'd set my difficulty by it.
I also think that you would be better served by beefing up the +Defense a tad and not worrying quite as much about Recharge. IH should still be available whenever your Inspiration tray is empty and Recon is down.

Thanks for advice all, much appreciated. After taking a second look at the build I see similar problems with it. Working on it now , I'll see what I can come up with.
Also, In-game I realized that eviscerate is sooooo much more useful than spring attack, so that's the first thing to go. SA is good on some characters, but this is not one of them XD
Also, remember that the superior version of the scrapper's strike set is gonna give me 5% def to sm/l i believe, which will be really nice. I'm still gonna see if I can't get some better def/res numbers out of this build though

Okay, so here's what I did.
-3 slots out of fast healing and used remaining 3 slots for 2 healing IOs and the miracle proc (which drops those set bonuses)
-dropped the +rech proc from shockwave (you're right, how much +rech does one toon actually need? lol)
-dropped one slot from DP (losing +7.5 rech)
-replaced Spring Attack with Eviscerate
-Added 1 Damage Res IO to resilience
-Added 3 slots to Boxing and slotted KC set for +def.
-Added 1 slot to SJ and slotted Winter's gift Movement speed and Slow/Rech Res unique.
End result (Assuming that I will slot Strike with Superior Scrapper's Strike set):
30.5% def to sm/l
21% to f/c, en/-en
32.6% res to sm/l
23% res to fire
28% res to cold
13% to rest
175% global rech
way past perma DP, thusly 715% regen (71.77 hp/sec) "passive" regen
162 sec rech on IH, 1749% regen (175.6 hp/sec) with it on
way past perma hasten
20% slow/-rech res

What do you guys think?
Hey all, just wanted to throw this build out there and see what you guys thought about it. It is absurdly expensive!!! Well over 12 billion inf, but what is mids for right? Has anyone ever actually tried to complete a build like this?
I've looked at a lot of the claws and regen and claws/regen builds around the forums but didn't see any quite this pricey. Anyway, what do you think? Are there improvements I could make?
I'm basically going for +rech, healing, +def where I can get it, and sort of an all around play feel. The incomplete CI set in strike is holding the place of the Scrapper's Strike archetype origin enhancement (hopefully the superior version ultimately).
Do you think the FF proc in Shockwave makes sense or would it be better as an Achilles Heel proc in Slash?
