Ice/Time = Interface Mostly Pointless?
Yes. If it does no damage on its own (not from IO procs), it doesn't proc interface.
I don't have experience with Ice specifically (I consider it subpar), but it's always worth taking the aoe immobilize. Controllers are very good interface proccers, and with a properly slotted aoe immob can output surprising amounts of damage. You can use it whenever you feel you don't need the mitigation from ice slick, or rely on farsight for mitigation instead.
Your single target Immob Chilblain, AoE Immob Frostbite and the sleep, Flash Freeze also do damage. But you may not have taken them. Many folks find Chilblain and Frostbite skippable since the -Knockback conflicts with Ice Slick. I find Chilblain works as a single target damage power, which I use after Block of Ice. I also took Frostbite on my Ice/Storm, but I can use the -Knockback with Tornado. Flash Freeze can be useful when playing solo.
Arctic Air, Shiver and Glacier do not do damage so they won't proc.

Thanks for the suggestions guys. Having taken a look at my build I can swap Shiver for Frostbite and it's going to be better on the whole I think.

Hit 50 on my Ice/Time controller and have charged through loads of trials to get my level shifts, started slotting lots of Incarnate abilities and I just realised Interface only adds onto damaging abilities...
Am I right that out of all my powers only these will gain the proc?
Block of Ice
Jack Frost
Ice Storm
Judgement?
Lore pet?
And these won't
Arctic Air (w 3 Damage Procs)
Time's Juncture (w 1 Damage Proc)
Distortion Field (w 4 Damage Procs)
And everything else doesn't even think about doing damage, like Time Stop or Shiver so I guess they're out too.
I suppose if I had the Immob powers they would work relatively well with Interface, but the lack of synergy with Ice Slick means I've never wanted them before now.
