It will help the -def and stuns. Nothing else. Power boost doesnt touch kb or -res, or the damage part of Beam's secondary effects. They are unique to BR.
Yeah too bad. I thought Power Boost would improve the -regen part but they are set to be unaffected. 
Beam/Energy would be a perfect range-Stalker build. :P
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
Power Boost says:
It increases the "the secondary effects of your powers."
As far as I can tell, the secondary effect of Beam Rifle is Disintegration... does Power Boost actually help Beam Rifle at all?
