Time Manipulation - Time's Juncture
It doesn't.
For the most part Hurricane only lingers the way that it does because the power actively pushes mobs out of it's own debuff radius. Time's Juncture doesn't do that, so there's no real need for a longer duration debuff on it.

Even if it were sticky, I'm not sure how hot it'd be for PvP. PvP's a simple game of DPS versus regen. Debuffs (other than certain -regen debuffs artificially boosted by the devs to huge unresistable levels for PvP, e.g. Envenom) are largely irrelevant, even when they're not toggles that get knocked off every 15 seconds.

Does anyone know how long Time's Juncture lingers on a foe? [Time's Juncture] doesn't say. IE Hurricane lingers on a foe for 10 seconds after the foe leaves range or the power is detoggled. Trying to determine if the power could be useful for my dueling build.
