Specifically regarding incarnates, an Incarnate character on a Premium account has all of their incarnate powers shut off. Upon returning to VIP status, the incarnate powers should reactivate for the character. No powers or components are lost.
Premium accounts do not automatically gain access to content indicated as "free for VIPs", although some content is unlocked by virtue of the number of reward tokens you have earned. Each tier that you have earned enough reward tokens to complete grants a VIP "feature" to your account - a list can be viewed here.

Firstly, your Incarnate character would still be available to do, you just would not be able to use the Incarnate Abilities. IOs are also not available to your character, unless you pay for Invention License (or unlock it with Reward Points).
Let's say you have only played and paid for City Of * for 2 months and then you stop. If you made a Controller or Mastermind, that character would be greyed out for you until you either starting paying again, or until you unlocked the character via Rewards Points (1 Reward Point for every 1200 Pargon Points you buy in store, or 1 for each month).
Now if you made a blaster, tanker, scrapper, stalker, etc, you would still be able to play that character when you went Premium. The only characters with restrictions are Controllers, Masterminds, and the epic Archetypes.

I see. Well since its gonna take a while anyway, I guess I can hold off on VIPing until Dynaia's around 50. It seems like more VIP stuff happens during that time/
I should ask around here what would one lose from VIP to Premium? I was thining of periodially paying for a VIP month thing and possibly try Incarnate stuff but would I lose my hero forever if I turn my Premium heroes into them?
