Yes, you can't take the same power more than once, so the final vet power gives you a choice between the ones you don't already have.
Having seen the entire post before it was changed, that isn't the problem.
The problem is that there is a bug that can occur that doesn't allow the Tier 6 reward to show up to be chosen.
There is a slash command (that I failed to write down before the post was edited) that will allow you to access that power choice. If you file a support ticket then support will give you the slash command.
If you do, please don't copy/paste the response to the forums since it's a violation and will be removed. Just summarize the answer and list the slash command so others can know what it is.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Basically if you take your Tier 3 Ghost Axe-Sands Mu then your Tier 5 NemStaff-Blackwand then go for your third Tier 6 remainder and it isn't there anymore ( the choice option that is )..
This is a known issue and can be resolved with the following slash command ;
/accountcertificationclaim alt_ltlbsamu
