Instead of giving you a specific/extensive rundown I'm just going to show you the changes I would make and what I would do with the extra slots, because I'm too lazy to type out a drawn-out response right now.
Just some notes, if you want a high defense build and you're willing to spend this much... In my opinion, you should either softcap s/l defense or hit 32.5% on s/l/e/n. Microcosm said recently that he had success building for 32.5 melee/ranged but I personally feel it's more viable to build the 4 common types to the 32.5 mark.
That being said, since you focused solely on s/l I got that up to 45%. If it were me, I would take Dwarf on an s/l Softcapped build (purely for the free set mule powers) because you end up freeing up power choices. So, here are the changes I'd make to the last build you posted:

Take Agility Core Paragon and you should be pretty good to go. I wouldn't personally run this build, but you might find it works for you. I'm showing 47% s/l defense with incarnates on but it should be closer to 45% in game if you use level 25 LOTG recharge speeds (I know I do.)
