WS advice
Don't expect to do any buffing on a Warshade. As for debuffing, the slow secondary effects are nice but we don't put out any -regen and -tohit or anything like that unless you consider PVP procs and Interface powers.
Also, Warshades are much better suited for melee play. If you want to play at range, you'd be better off making a Peacebringer. PB's also have a single target heal which would fit in with your "buffing" idea.
I think that you seem to not really have an understanding about how the Warshade Archetype works. We are good for controls, AOE damage, and can be used effectively for single target damage. We can also tank very well on many different specs- Warshades can achieve some of the highest survivability levels in the game.
There are many diverse build choices and play styles available to Warshades so I suggest you do some reading up and decide on your own what you'd like to play.

Sounds like you have two different things in mind... First, you mentioned that you have a playstyle that likes to stay at range when fighting, but then you mentioned a playstyle that likes to battle "hard targets" like Elite Bosses. Battling Elite Bosses doesn't require you to be in melee range, but if you're going to try and fight them from a distance, then you may need some good ranged defense.
Also, since you're new to Kheldians, I'd suggest trying out a tri-form Kheldian that concentrates on outputting damage in Nova form and slots for Ranged defense. Since you're also going for surviveability, you may want to do some slotting in Dwarf form as well.
I'd suggest Nova form to be your "primary" form for distance attacks so you can attack from "above" or far away if you need to, and Dwarf form to be your "secondary" form to drop into in case you start dying in the middle of a fight for surviveability.
Definitely look into building your toon for ranged defense, check out Dechs' guide (as mentioned by THB), and good luck determining your favorite playstyle to play a Kheld!
I'd also mention that an all-human former is definitely capable of this, but an all-human former is also best when played in melee range... So, since you're just figuring out Khelds and you like fighting from a distance, I'd suggest making a tri-form Warshade first, and seeing what you like/don't like about it.

Thanks for the info. I do have tons of experience w/melee type characters. 4 lvl 50's (all with incarnate pwrs) and counting. I'm rather intrigue with the tri-form build.
I've been doing a bit of hunting on the forums and if I want to be @ range and buff I'll roll PB. But for now I don't any problem @ all rolling a WS. It sounds like a load of fun. For a fist timer lets say, would you recommend the tri-form build? I'm just so inexperienced @ this whole;e WS stuff, I find that all these forms and powers are a bit daunting.
Doesn't mean I don't wanna put the forth the time in learning how to play a WS. Taking on multiple enemies and having high survivability is something I am quite familiar with.
@ any rate, I do appreciate the comments, as I am hoping to continue my efforts in playing a WS. Hopefully I can tinker with a few builds and find the right one that works for me. I'd like to experiment with the tri-form build/set and go from there.

New to War Shades. I want to roll one up and see how it goes. Any suggestions for a play style that stays @ range. Does some buffing/debuffing and has solid survivability. Maybe going too far here but, good @ battling "hard targets". (Elite Bosses and the like).
What forms are best for the play style I desire? Can an all "human" form accomplish this or should I be looking for multiple forms? Thanks in advance from someone how is quite clueless about the War Shade class.
