Most Skippable Dual Blades Power on a Stalker and Scrapper.

Later I found out that procs in Ablating is actually a pbaoe. I wonder if Ablating triggers Interface in pbaoe fashion too?
Anyway, to answer your question, I think I'll take all attacks but slot the first two less. I normally only slot 4 in Assassin Strikes since I don't use it too often but that may change in the future.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
I actually have a great build with all the attacks taken.
But I really want to move hover and fly down the list more....
I guess I will just have to make do with hover at 24.

By "no budget" do you mean can't afford anything or have no budget limit?
If the stalker changes actually end up as they have been planned, on a top end build you will never need to use either of the first two powers or vengeful slice. Your chain would be Assassin>Ablat>Sweeping>Ablat with some very brief pauses; when build up recharges, make sure to use it before Assassin to get extra combo damage from the Stalker version of Sweep (BU>AS>Ablat).
Anyway, that gives you two attacks you can skip.

I ended up going with all nine attacks, and just moved fly to the 40s.
It should be very exemplar friendly at least.
