Ice/MM will be a fun blaster, and force is a good choice of APP. Depending on what you're building for, Scorpion Armor from mace mastery or Cold will let you get to the S/L softcap while still leaving room to squeeze in some decent +rech bonuses. Defense is a bit more effective than resistance, but when you get a string of bad rolls from the RNG things go south often before you can react; resistance based shields give a bit more time to react but are ultimately not as sturdy.
Here's a sample build, mostly on generic IOs. Different players will have different preferences, the best way to come up with your own build is to play the toon and get a feel for it.

It's quite a bit different from EJI's. It does rely on IOs, and isn't built particularly for defense or resistance. I made the build pre-inherent fitness so those slots are empty - with Drain Psyche I felt I could get away without taking Stamina. I solo, so for me I find having two hold options in Freeze Ray and Bitter Freeze Ray pretty essential (I like playing controllers, so anything that makes me feel more controllery is good with me). Unlike most, I actually like World of Confusion, and feel it allows me to get into melee semi-comfortably. It doesn't confuse them for long, but it seems to make them think twice before attacking me. I have it 6-slotted with Malaise, but were I to resume playing her I'd probably upgrade that to Coercive Persuasion. I'd probably also move one of its slots over to Psychic Scream and upgrade that to Ragnarok.
The amount of EndMod in Drain Psyche is probably also overkill. Chalk that up to chasing the 10% regen bonus.

Thanks guys for the responses, but.....how do I view the builds? All I see are scripted coding. 
I checked on Ice APP and it looks good, but I've already have a Ill/Cold/Cold Controller and I wanted to try out another APP besides Cold. I prefer to stay in hero side as well. I sometimes solo and sometimes duo/trio with my friends and usually one of them plays a "tank-like" role, so I'm usually one not to get attention at first. :P
Just copy the snippet, then go to Import/Export -> Import Forum Post within Mids'.

Hello,
I started an Ice/Mental Blaster a few days ago and I'm enjoying it! I've read that once you get to 35 (or 41), you can choose a APP and I'm liking what Force Mastery is offering. I tried looking for a sample build to get a general idea of what to slot for, but no luck. I'm mainly going PvE with solo and team oriented. I think I'll wait on PvP until I get the hang of the game. But since I couldn't find a build on the forums, I have to ask, would Force be a good choice?
