I tried making a Shield/Elec for farming/tanking. Trying to get my s/l Up. Didnt take grant cover because i dont want it. Got my s/l resist 46% and my defense to s/l to 30% Any help? Accolades are already unlocked

Although trying to boost your S/L resistance is a good idea, there's really no point to building for S/L def on a Shield Tank. Almost all attacks typed S/L will be covered with your much greater positional defenses. My advice is to play to Shield's strengths and don't try to make it what it's not.

In general, you've gone way overboard on positional defense. I wouldn't bother to go about around 50%, or around 59% (the incarnate soft-cap) if you're really determined to build for high defense. You won't need either Maneuvers or the Glad Armor +def to build a very sturdy SD tank, so I'd advise you to drop them both. I'd also recommend Combat Jumping instead of Maneuvers--it provides slightly more defense at a fraction of Maneuvers' end cost.

You're also *very* light on Electric attacks, I took both Jacob's Ladder and Chain Induction on my Shield/Elec, and I would strongly recommend that you take at least one of them.

I know you said you didn't want Grant Cover, but did you know it provides 1/3 of the def debuff resistance available to Shield Defense? You should also consider slotting a couple of Membrane Hami-Os in Active Defense, which will also boost your DDR.

There is a lot of sub-optimal slotting in your build, both powers that are underslotted like Deflection, and very overslotted--True Grit, Weave and Maneuvers. Using 3 full Oblit sets is also a bad choice, IMO, since they are very low in end reduction. You have way more melee defense than you need anyway, so you could certainly use another set.

Lastly, Soul Mastery is a good choice for APP, but I'd strongly recommend that you drop Soul Tentacles for Gloom--Gloom is a much better attack.

I don't have a current build available here (at work) for my Shield/Elec, but I'll try to post it later to give you an example of the slotting.

Here's a re-do of your build with the suggestions I mentioned above plus some other changes. I replaced Soul Tentacles with Gloom, Super Speed with Grant Cover, and Maneuvers with Chain Induction. If this were my build I'd probably drop Dark Oblit for Jacob's ladder as well, but your call. As you can see, it's comfortably above the soft-cap for all positions even when you have zero allies in range of Phalanx Fighting. I think you'll also find this a lot easier on end since I dropped one of the Oblit sets, dropped Maneuvers and slotted Darkest Night with more end reduction--DN is a very high-end toggle. Please note that Weave has a defense common in place of a LotG Defense because otherwise it'd be over the rule of 5 on 9% accuracy bonuses.
