Can run the launcher, help!
Those are hard to read (on my screen atleast, even when zooming), but it does kinda sound like something's blocking at the firewall level. Do you have any issues with any other online games? I Think I saw DCU on there, but I'm not sure how their web connections would differ. I would try it once with the firewall disabled (briefly) and with anything else that could try to connect online closed down during the test. If it works, then you know that there's something up in the settings. You may wanna consider a more meaty firewall as well.

Turn off the firewall temporarily and see if you can connect. If you can, then you don't have all of the right files allowed in the firewall. If you can't, it's something else blocking it.

How do I allow CityofHeroes.exe? It doesn't show up under the list of exceptions, and I can't seem to find it on my computer anywhere.
Before you bother trying to search out and add other programs just turn off your firewall and see if you can connect. If you can then it's a firewall problem. If you can't then it's not the firewall and we have to look for some other explanation.

Not sure, the poster said he is able to get into the game, i can't even DL it. I don't get the second window that post shows.I'm not sure if i'm using a proxy or what that even means. :P

Now, some people use proxies to get around things (like filters and other forms of censorship). Malware uses proxies to redirect your traffic. If you have something like a YouTube video downloader installed on your browser, you may have been proxied without your knowledge.
Ok, after a little search on the net, i found out how to look at my LAN settings. the proxy button was not checked, so is it safe to assume i'm not using one?
