Phase and NoPhase

Ok, so I know that after you phase for 30 seconds or so, you're supposed to get a "NoPhase" power that prevents you from phasing for another 120 seconds or something like that. Now, my problem is that this NoPhase power appears immediately when I try to phase, even when I haven't used Phase Shift in *days*. I just click phase and immediately the NoPhase icon appears and I never phase at all. Can anyone tell me what's going on?

NoPhase triggers when you activate a Phase Shift power or Hibernate. It lasts for 120 seconds total, but the first 30 of them don't actually suppress phase at all. You'll still be phased while your power is active.
