Shield charge in AE?

So I noticed you can't give AE critters Shield Charge. They can get lightning rod, which is eerily similar, but not shield charge. Is it because Shield is a defense set?

not sure, i know custom baddies use location powers either at their body or at targets body

ice storm they use at the target while earthquake in earth control they place at themselves

i have not had a chance to test how they use lightning rod

I usually just give lightning rod to an EB/AV, since mobs with LR would be overkill. Would do the same with shield charge too. I'm guessing they use a targeted AoE version of LR, but I'm not entirely sure.
