NCSoft Launcher Error

Been trying to install the NCSoft Launcher, and thusly install City of Heroes, onto my brother's laptop. I get the launcher installed, but whenever I attempt to run it I get two error messages.

The first message:

System.IO.FileNotFoundException: Could not load file or assembly 'System.Configuration, Version=2.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.
This has two options, OK and Exit. Clicking OK bring up the second message.

The second message:

Which has the same two options. Clicking OK closes the program entirely.

The laptop is running on Windows 7 Ultimate, 64-bit edition. It has the latest version of Direct X, and the various .net mainframes installed (2.0, 3.0, and 3.5 as part of Windows 7). Does anyone have any suggestions that may help?

And what about the lovely new behavior (since the latest patch) in which the feature that leaves the Launcher running in the background after you exit the game, simply causes a freeze the next time you try to start up the game again?
