Good deal. Costs you a bit of recharge, saves you a bunch of endurance (you don't HAVE to have stealth on to soft cap) Grant invis still gives you the LotG +7.5 but helps your team and you can still stealth missions with Stealth + Unbounded leap stealth in sprint.
The change to build up costs you a little recharge but gives you a 2% global damage boost. Blizzard actually becomes a damage power for you this way.

Maybe you could explain what you actually want to accomplish with your build.
You want
1. Ranged Defense - in combination with Hover makes you a Hover Blaster. Roger that.
2. ST damage output - do you want *exceptional* st damage output (for a blaster) ? If so, there's no reason to pick Frost Breath. Your build suggests that you're going for a pure solo blaster, since only one of your many AoE attacks is slotted for damage. Pick melee attacks instead of Ice Storm, Frost Breath and Soul Tentacles and 6-slot it with Mako's. Use the additional Ranged Defense bonus to replace 3 Thunderstrikes with 1 Centriole Exposure and 1 Impeded Swiftness Proc. Additionally a Cloud Senses Proc in Bitter Ice Blast and the Apocalypse Proc in Ice Bolt or Ice Blast. All of that doesn't make you a st beast, but that's as good as it get's.
3. Fun/Useful AoE - damage seems to be neither fun nor useful. If bouncing enemies are fun, Frost Breath still has no place in the build, I guess.
I don't mean to be offensive (english is 2nd language, so bear with me..), but to help you reach your goal, you have to make clear what your goal is. Judging from your build your goal is an exercise to reach Ranged Defense cap by any means, and you already succeeded. The question is, do you want a *working* build, that would be viable for teaming as well ?

2) From what I know Ice is a ST beast out of the box. I do not want to gimp that at all, in fact i want to enhance it. I will run this guy solo, cause if I like him he will be my main, my badger, my A merit farmer, etc. But, he will also be my main for task forces. Frost Breath is necessary, its one of the few AoEs I get. teams will be okay with me being mostly ST, but no team deserves zero AoE help from a blaster.
2A) No melee attacks. its not even up for discussion.
2B) okay, if you can show me how to mule something into a melee that will improve my hover blaster/range concept we can talk.
3) I picked Soul mastery for theme, for more AoE, and for a place to throw in 2 procs for 6% defense. I like it, want it, and will keep it.
3A) When I say "fun AoE' I am really trying to say. "I know my AoE is not good, especially compared to a Fire beast, but I want to have some." But AoE is the unloved portion of this, and i know it. I further gimp it by muling all the powers for defense. So, "fun AoE' means I have a few pretty AoE buttons, but they ain't mowing down mobs. About the only thing nice about my AoE is 1) I have some 2) does no knockback. I realize that, and i'm okay with it.
The build below might be what you're looking for, or at least can provide you with ideas for your own build. If you find to run slowly out of endurance in prolonged fights, you might want to consider moving the Proc slot from Frost Breath to Boost Range and put an EndRedux IO in it, since the effective endurance cost for perma Boost Range is ~0,45/s.
Since you seemed to be content with having Ice Storm and Blizzard unslotted for damage I skipped them completely. Your 3 range-boosted cones make more than up for it. BU+Aim + Frost Breath, Soul Tentacles, Nightfall and another Frost Breath should be enough to finish +4 LTs.
