Mostly I am looking for what my build goals should be.

I already have the stalker, so I am not looking for suggestions about powersets.

I have an unlimited budget.

This is something I put together. I am sure that it has many things wrong with it. But as I said, I have no idea what I need to be shooting for.

You should slot for at least 41 pts of kb protection and the HP cap. Drop the fighting pool to pickup Stealth, Invis and Phase. You need Hide, Stealth and a stealth proc to cap stealth.

Slot AS with 3 dam/acc HO's and 3 damage procs and I'd also would go Leviathan Mastery and slot Spirit Sharks the same way.

What about set bonuses?

What kind of bonuses should I look for?

Mainly go for +HP for the cap because it's pretty much the only thing not hit by DR in PvP. Recharge and accuracy should be next, if it's possible I try to hit about +60% recharge and get at least 190% acc into my attacks.

The reason for so much kb protection is because it's hit by DR hard. 41 pts will ensure you won't get kb'ed from anything except a slotted up Force Bolt. Realistically if you're just casually PvP'ing you don't need to reach that much as a Stalker, but it's nice to have just in case.

Your two main attacks should be AS and Spirit Sharks since they hit the hardest, with 3 damage procs they're really good. I always like to have one other slotted attack if you ever need that little extra damage to get the kill, but generally you shouldn't be out of Hide, so more attacks are usually a waste.

One last thing, slot up SS and SJ. I always go with 2 Micro HO's in both travel powers and a single jump IO in SJ.

Where are you measuring these things?
Do you mean 60% global recharge? Or 60% in enhancement values?
And where are you measuring the accuracy? Surely you don't mean 190% in enhancement value nor in global. Are you talking about the combined score shown in the little power window? If so, what is you base to hit set to in Mids'? default 75%? Or something else?

The build looks a lot better, but I'd still change some stuff. Should have been more specific before, I meant around 60% global recharge and the combined accuracy for a power.

I'm not sure if Shadow Dweller will be enough perception, so you'll have to test that out. I'd still slot up your travel powers, there's a bunch of extra slots you can move around for this. For Super Speed you can just change the Winters Gift IO to a Micro. For Super Jump you can take a slot from Placate and two from Phase, then slot 2 Micro's and a jump IO. Phase doesn't need any slots because of the 120 second no phase timer.

There are still other slots that aren't really doing anything like the regen proc in Health and the single end mod IO in Stamina. I'd personally go with Leadership instead of Fighting for more accuracy. This is something you'll have to mess around with to see if you're comfortable with your accuracy.
