I had a similar suggestion, except that it was a single AT: a regular officer that either remain in the main tree as SWAT, became a Hardsuit in a branch, or becam a Psi-Officer in the other branch. There is a link in my sig, if you would like to take a look.

If Masterminds didn't suck, they'd be the most powerful AT in the game.
I'd like to see new archetypes based on these.
The powersets could be similar to the Soldiers of Arachnos, a common base with a couple of specialized and mutually exclusive branches at higher level.
