Give peircing rounds more utility

I like the idea that when on standard ammo in DP, piercing rounds does -res. I think that the other ammos(besides fire) should get a useful debuff on it too.

Chem: A moderate -regen
(somewhere around 250%?)

Cryo: A large -tohit
since its the only -tohit power in the set and its slow probably something like:
Defenders: -20%

Corruptors: -15%

Blasters: -10%

(double what 1 attack can do in /dark for the AT)

This would be an easy thing to put into the set. Maybe since this is a simple fix the devs wont ignore it?

Cryo would be a -recharge, and the primary sets (corr/blast) would be higher than secondaries (def)

The regen debuff is too high, 100 (maybe) could apply.

That's not how it works. Defenders have better buff/debuff mods than corruptors, who have better mods than blasters. So defenders would have the better debuffs. The whole "primary is better than secondary" is a bad rule of thumb.

Well, this is more a byproduct of how the spreadsheets work behind the game. Defenders/Corruptors/Blasters have different AT debuff mods that apply to all powers. So if a power has a debuff strength of 1, but the AT mods for debuff are 25%/20%/12.5%, then you get a power that does a 25% debuff for a Defender, 20% for a Corruptor, and 12.5% for a Blaster.

However, the Blaster is doing significantly more damage.
