Not true, you only need to run a patron arc, and this can be done by any redside-based character (villain or rogue, but not vigilante).

Title pretty much says it all. I remember reading awhile back that Patron Pools can only be unlocked if a toon is full Villain as opposed to Rogue. Is this true or is my memory just fuzzy?
