You need to be of a certain reward level as a Premium to earn Reward Merits and Vanguard Merits.
You must reaffirm your status as a hero, or be able to, to claim A-Merits from the SSA reward table.
Suggested Change:
You can earn Reward Merits and Vanguard Merits at any reward level. You have to be a VIP/of a certain reward level to claim them.
Heroes/Villains can earn A-Merits from the SSA's without reaffirming status, even at level 10+. You must complete 1 Hero/Villain Morality Mission to reaffirm your status and gain access to the vendor that converts A-Merits to recipes and such.
