Request - PVE SJ/EA Scrapper Build

Hi everyone, just got my Street Justice/Energy Aura Scrapper Turboman to level 47 and I'm ready to start working on his final build. There is a thread on SJ/EA a few pages back, but the builds there aren't really my style.

I'm completely at a loss when it comes to Mids, I seriously suck at putting together a decent build. So build sages, I beseech thee..or something.

Here's what I'm looking for:

-Super Jump
-Budget of roughly 2 billion (would like to avoid a lot of costly purples or PVP IOs for now)
-Not a fan of Overload, if its needed as a set mule that's cool, but I don't like crashing Tier 9s.
-Fireball is a must.
-Can't think of anything else right now, will update if I can.

the other build that you arent crazy about used them. (just tryin to see what you dont like about the other build)

Sorry about the delay in responding. So I just now was able to get an updated Mids downloaded what with the Titan Network being down and import your build to take a look at it. Wow! Thanks for the work you put into this, I made a couple of minor changes, just to get some powers I like that weren't included but overall this thing is perfect.

I'm working on getting the sets in-game and have already respecc'd into this. Thanks again!
