"NCSoft Launcher has stopped working"

I recently had to run a system restore after a hard drive issue..and I admit I have noidea how well I fixed that problem as Half of my programs aren't working correctly and I lost all of my personal data.. BUt right now I just want to fix the current issue I am having as I am unable to launch or reinstall City of heroes as the ncsoft launcher errors when I attempt to start it. Here is what it says
