Rikti Resolution

I forgot to post this a long time ago even though I've had the idea for well over a year now...

The Rikti need to be resolved. They somewhat are as far as who they are, what they're doing, why they're doing it, and several other factors, but we see no results from this. So it's like we hit the climax where everything is answered, but then nothing is done with the aftermath so it's like a plot thread that is just lingering, but not.

So what's my solution or suggestion?

Rikti Town!

What we do is say that Paragon City or the UN or whatever has made a peace agreement with the "good" Rikti and will help them set up a small town for them and other aliens to live. Basically a "we don't truly know if your harmful or not, but we're willing to give you the benefit of the doubt" zone.

I personally would use Rikti War Zone and refurbish it, but I can see using a new/separate zone. What I would do is design a full zone layout, but then plan it out so that only part of it is built up, for like a year, so that there are maybe 2 or 3 streets and a ton of open space the first month... the second month there is 4-6 streets and less open space.... and continue on like that till we reach the full zone layout. The reason I would suggest the RWZ is because you can make the excuse that the Rikti are using the parts of the ship to build the town there by taking apart the Rikti mother ship while building the town.

Now what about story? Well that's simple. There is obviously going to be resentment from people so you can have various protesters in the zone and you can make use of the neutral mobs where there are cops just doing their job, arresting those breaking the law and there are some cops harassing the Rikti and other aliens.

Along with this setting you have 4 story lines...

Heroes want to promote peace and stop the offending parties that break the law. They are on the side of justice and peace and cooperation.

Villains want to promote peace as well because they want to get ahold of Rikti Technology that they don't have to spend money on trying to work it on, especially when there is no guarantee that will work.

Both of the above groups dislike the below groups due to them being counter to their goals

Rogues don't care one way or the other about the Rikti, but see them as a group that can be stolen from and exploited for their own power.

Vigilantes don't care about the technology or the benefits that may come from this cooperation. They don't want the aliens around and want them off the planet. They view the Rikti/aliens as a threat to human safety and will do anything in their power to remove that threat... such as leaving Rikti behind to die or just outright killing peaceful Rikti.


Another idea I had for this zone, but don't know how well it would work is to make is a PvP area as well where Heroes and Villains are on the same side against Rogues and Vigilantes...both of whom are also against each other.
