It's a user-generated server list what is more accurate than the NCsoft-supplied official server list on the official website.
If you're having trouble loading that page, it's entirely possible you have some sort of internet issue, yes. I have no trouble loading it from my computer, my fiance's computer, and my fiance's smartphone.
