Dopplegangers and New Powersets

Hey, First noticed this when doing the Positron part 1 TF, had a team with people using Time Manipulation and Energy Rifle and on the last mission our Shadows were using the tier 9 powers of those powersets.
Just done "Track your clone" mission from Dean MacArthur on my Street Justice Stalker whose only level 22 and yet my clone just used Crushing Uppercut on me (I checked the combat log to make sure).
AFAIK this only affects the new powersets released since I21, and I believe the system only used to give the dopplegangers the powers that are only available at your level range regardless of if you took them on your toon or not. Unless this has changed and I haven't noticed, stop giving them an unfair advantage

Yeah, we saw that when we ran Posi Pt 1 a couple weeks ago. I put in a bug back then, but man... it was brutal. We had 3 /Time players and 2 were Beam/. [Overcharge] gave us back-to-back team wipes.
