Can Premium (returned players) invite to SGs?

Looking foward to create my own SG, but need a friend helping me with the invites of my alts.
He bought several packs, even GR but will not buy anything by now.
Can I invite him to my SG expecting he will invite my other alts?

As long as your friend has at least 2 Reward Tokens he can do everything SG related but pay SG base rent.

Just make sure your SG isn't on Exalted (the VIP server) as he won't be able to log on to that server.
