Vanguard Merits

I am a premium (Tier 5) player that just dropped down from VIP in the past week. I do have the "Member of Vanguard" badge, and I currently earn Vanguard Merits ONLY from completing missions in RWZ.

I am not receiving any Merit drops from killing Rikti.

When I was still VIP, I did receive Merits from kills, but the drops have completely stopped since I went premium.

Tier 4 bonus should allow me access to Vanguard Merits, but it is only giving me the mission completion merit, and ZERO merits from drops.

Is this a bug, or WAI?

From the incorrect patch notes that were posted on the 11th, it would appear that the Vanguard Merit issue I am experiencing is indeed a bug and not WAI.

That was the wrong patch notes for this patch. Strange that they got rid of the discussion thread but not the announcement.
