I haven't played in a long time, I figured to give a shot again I resub for the VIP but my toons are locked?

if you are premium and go on a server, then you decide to upgrade to VIP, you should be given enough character slots to unlock all the slots on each server that you visited while you were a premium (at least this is what im hearing)
