That mission has always been like that. It looks intentional to me. What is it that makes you think it should be in an office? The area of Nerva the mission takes place in does indeed have Crey about.

Thanks for coming, Character. At first, I thought Timothy was crazy when he said there was a Rikti working at Crey. That is, until I did some digging. I've uncovered the spy's identity: Thornbird. Thornbird used to be loyal to Crey: in fact, he was a Paragon Protector! But lately, his activities have been erratic. Yeah, I guess you're all right. Still, seeing Crey in full scrubs wading in the water looks silly. They're not calibrating any equipment, or scanning for anything. Just waving in the ater with scrubs and face mask.
It looked so odd, I figured it had to be a bug or somthing.
