Free on Justice, VIP on all other servers

Give it a little time - say, an hour - and log back in, see if it's still like that. Yeah, it *should* be immediate (or fairly close,) but a little 'lag time' isn't unusual.
If it stays that way more than 24 hours (which IMHO is generous... maybe 6-12 would be reasonable?) I'd /petition and/or go to the NCSoft support page and put in a ticket.
From what I've seen in some other threads, you should have the proper amount of unlock tokens to unlock those characters. Since you had logged in to Justice as a Premium, it locked those slots. If you logged in to a different server and noticed you weren't VIP and upgraded then, your Justice characters would be unlocked and the unlock tokens would be on the other server.
A rather unintuitive system to have to use when coming back to VIP from Premium.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Waiting 24 hours didn't make the "your stuff is locked cuz you're free" warning go away when logging into justice, but you were right about getting enough server tokens to unlock all my toons there. I probably could have been up and running as soon as I resubbed, if I'd realized it.
19 x (select toon, select unlock, confirm unlock, acknowledge unlock)s later, i'm back in business. Man is that tedious. Thank god I only visited one server!
Note to CoX devs: while this process is perhaps working as intended, it is *extremely* inobvious and tedious.

I came looking for exactly this problem. I'm a VIP on an annual subscription last paid in May, so this didn't happen for me due to any dropping back to free. Only on Justice and Virtue am I having this issue. I was planning on just unlocking everything since I have enough server unlock tokens, but I wanted to see if this was a problem for anyone else before I just unlocked and went on with playing. Only my main account has this problem - I'm good on all the servers with my 2nd account, and good on all except the 2 I mentioned before. Guess I'll just unlock and not worry about it.

The economy is not broken. The players are
Logged into Justice tonite to discover my sub had run out. There was a VIP button there in the char select screen, so I used that to resub back to VIP status from there.
When I was done, however, all my Justice toons were still locked! Logging onto other servers showed that my toons there were unlocked. I was even able to create a new toon on Exalted. But when I log into Justice, I'm getting the "Your stuff is locked because you're a Free dude" warning.
