Lt. Harris mission spawns aren't happening

A lot of the mobs that are supposed to spawn for Lt. Harris's story arc missions, in Mercy Island, are not showing up at all. I've been sat in the designated areas for over 15mins without a single critter pop up, along with several others.

This is on Exalted btw

I had that issue this morning on Exalted, with Harris's Legacy Chain runes to be exact.

Had issues with Communication Experts, Legacy Runes and Arachnos Prisoners not spawning for ages. I'm wondering if the lag was causing spawn timers to go awry.

Also happening on Virtue. Oddly enough, I had no problems on one toon, and no luck on another.

Question: Does anyone know if these spawns are standard, or can you only see/interact with them if you are on the mission? If it is the latter, then the mission may not be causing the correct "world change".
