Unable to accept missions from the new Mercy contacts in Ouroboros

Last night, my Crab Spider ran through all of Dr. Graves' story arcs via Ouroboros. I just logged in to start going through the rest of the new Mercy contacts and have found that I cannot actually accept any of their missions. I click on the accept text, but nothing happens. In looking at my system chat messages, I see the following:

I've learned that the same is true for the new hero arcs as well. This is a departure from the way Ouroboros missions have been set up prior to I21, and in the case of VEATs who cannot start Operative Kuzmin's arc at all because he tells them to speak with Alan Dessock but doesn't actually give any missions, kinda crappy because we're cut out of Ouroboros content for our side.

Whether requiring the new starter contacts to be run in a certain order in Ouroboros is a bug or a deliberate design decision, I ask that this restriction be removed. At the least, make VEATs able to run Kuzmin's arc.

Oh, hey! Look at that!

I can't even fathom why they would lock VEATs out of doing the first arc through Ouroboros, thus preventing them from doing any of the others in the sequence, and keeping them from earning a badge for the final one in that sequence.

I wonder if you could finagle your way into the Souvenir in the reverse of how non-VEATs/HEATs can get the Souvenirs for the VEAT/HEAT arcs. get someone to start it for you, then they either log off, quit the team, or just hang around to finish it with you. As long as it gets called in at the end, instead of just quitting after the reward, you should get the Souvenir, and have it marked as completed in Ouro, allowing you to move on in the sequence.

I'd be all for just removing the need to do them in a certain order through Ouro, though, as it would fix my problem from this thread as well.
