Purchasing Paragon Points and Paragon Tokens Problem

Two days ago, I made two purchases of Paragon Points through the in-game store.
The first purchase was for 8000 PP, which netted me some Paragon Tokens. Went through without a hitch. I received enough Tokens to finish tier 8, then fill tier 9. This just left tier 9 VIP. $100.00 USD well spent.
Minutes later, I proceeded to make my second purchase for 4000 PP and what should've been 3 or so Tokens, all for $50.00 USD. Credit card went through, got my 4000 PP in the market and waited... no tokens. Waited some more. No tokens. Logged in and out. Linked to my NCSoft Master Account on login. Submitted a trouble-ticket. Still no tokens.
I have now dealt with four separate GMs through NCSoft Support, three of which thought it was a billing issue before it was transferred to the City of Heroes team. And still no Tokens.
I spent perfectly good money on an online purchase with the explicit mention that it was non-returnable and non-refundable, to which I have only received half of what I paid for.
I wished to see this resolved quickly, but after forty-eight hours and less than enthusiastic responses from Support, I am posting this to make people aware of what I'm going through in the hopes that it'll get some attention from higher-up so it won't happen to anyone else. Or if it does, it gets met with faster resolution.

Still no tokens, and this is after updating the ticket with the URL for this forum post, and PMing the Community Managers as to this issue. It also hasn't gone back to In Progress from my update hours ago with the option checked for a response, which means a GM hasn't looked it for half the work day.

It's Friday, so the work week is ending shortly on the west coast and I'm fairly certain I won't have this resolved before the weekend. That means it'll likely be Monday before someone might look at it again. That's a minimum of ninety-six hours that this hasn't been resolved. That's ninety-six hours that I haven't received something that I purchased. That's ninety-six hours that someone from Customer Support should've fixed easily and then spent the time to figure out what went wrong, not keep the Customer waiting with an unresolved issue. Or if they couldn't easily fix the issue, keep the Customer in the loop so they might understand why it's taking four days to issue three simple tokens.

Edit: It's now been put back into In Progress with no response from Customer Support.

I had this same issue. Never got my tokens. I also spent the $100. Apparently reached my "monthly spending limit" and can't get anymore.
