With the new arcs in Issue 21, we have apparently bumped up against a new limit on the number of Souvenirs that we can have. This wouldn't be a big deal, but, if you hit this limit before doing the new low-level arcs for one side or the other, you won't be able to continue past the first, and thus be deprived of a badge. Ouroboros uses the Souvenirs to track whether you've done an arc or not, and it won't let you start the later arcs because it doesn't know that you have done the prerequisites without the Souvenir.
Edit: I have found a workaround that allowed me to continue on and get the badge. Go to Ouro (or your Pillar-equipped SG base) when the reward window comes up, but before you call the arc in, then start the next in the series up right then. The Souvenir does appear, and will stay with you as long as you don't zone or log out, so you are marked as complete briefly, and can move on. Annoying, but it works.
