Blaster version of Life Drain

The Blaster version of Life Drain isn't accepting Accurate Healing sets and i'm sure it should like it's other AT versions. It was accepting them on test so unsure why it isn't now.

CoH PvP SG = SuperUnion - Co-Leader - Union/Freedom
CoV PvP VG = Disruption - Co-Leader - Union/Freedom
