PvP IO question

I have saved up enough reward merits to purchase both a Gladiator's Armor +3 def (all) and a Panacea +hit points/endurance IO.

Is there any reason not to buy these IO's at there lowest purchasable level?

Thanks for any advice.

Glad Armor is a global so stops working if you're -3 to the IO.

Panacea is a proc so stops working when you don't have access to the power. Panacea's level doesn't matter but lower level ones can be slotted earlier and used through more of a character's career if you're ever looking to create a new character and hand over IOs.

This would normally be true, but PVP IOs follow the purple rule: Their set bonuses never go away, no matter how low you exemplar. This includes The +3 def and +3 resist uniques.

EDIT: Since neither of the IOs in question have any enhancement value, there is no compelling reason to select any specific level, except to allow them to be slotted earlier.

Oooh, I thought that only applied to the actual SET BONUSES, not the global portions. Nice!

If you've got a character with one of those slotted, open up the powers tab on your info window. You'll notice that their bonuses are listed under "Set Bonuses", because as far as the game is concerned, they are.
