Looks pricey.

I swapped hurl for a mallet (it's a much better attack), swapped out the gaussians for RectReticles, slotted the armor. Brought it up to softcap for s/l. Lost a little recharge, but it's still perma-hasten. I dropped some of the 1 slot stuff I thought added little to the build. I still think you could use less mez resistance, as domination provides both mez and kb protection. As you have fissure slotted, it might be worth dropping for vengeance. The lockdown proc (in a ST hold) is of questionable value, I'd replace with a dmg io or proc. I'm not sure how the health procs would work in conductive aura (can the benefit be granted to a foe targetted by the power?) so I moved (most of) those to health. I 3 slot stamina almost out of momentum these days, I'm not sure how this will hold up end-wise between fresh dom bars.

My own experience with electric/stone was that it was kind of short on aoe, so I'm working towards fire mastery (RoF and fireball), 32.5% s/l, and permadom.

Here is what I did with my Elec/Earth dom. I've got 37.5% defense to S/L and 29.84% to Ranged. With Power Boost active (which is pretty much before most groups) It bumps to 46.35% S/L and 38.69% Ranged. It's perma-dom and near perma-hasten and the build wasn't terribly expensive. (outside of the Glad Armor Proc) Probably the most expensive ones were the Basilisk's Gaze sets and the obliteration set.

One other thing, if the panacea proc works like it does in Triage beacon, it might give the enemies HP and Endurance.

I can't imagine putting slots into stone spears or taking hurl bolder at all. Stone Spear is the WORST attack I've ever seen. Perhaps the worst attack in the game. Only hits enemies on the ground, has a pitiful amount of a highly resisted damage type, and has a ridiculous animation time. I love Earth Assault as a whole, but I have nothing but indignant hate for Stone Spears and it's cousin Hurl Bolder.

I agree that Stone Spears is an underwelming attack power. BUT it's required & it fits the final builds. It is a good Ranged attack power nonetheless. In my build i took all of my primary powers. Stone spears got me good global bonuses along with Jolting Chain ...another ranged power . I've seen people skip Jolting Chain. Why? It's a great knockDown power that keeps mobs out of the fight. Wonderful power imo. I've kept Romans out of the fight many times on the ITF.

If you need a ranged attack skip spears and just keep hurl boulder, spears still has a bug where it will hit but not damage enemies that are in the air, which seems kind of counterproductive to being a ranged attack. Heck even slotting up your single target hold for damage is better than spears.

You can't skip Spears because it's the T1 in the secondary. I also believe that it will be able to damage flying enemies in i21.
