I have a couple of Dark tanks and I have yet to include Cloak of Fear in the builds. Some people like it, others don't. Personally I don't find the end cost to be worth it to me.

Actually, I believe Dechs_Kaison's tank is Dark/Fire (build here) and he has a rather lenghtly thread dedicated to Dark Armor in general and that tanking build in particular. It works just fine.

As for the Cloak of Fear question, I would tend to agree with the overall consensus that the endurance cost generally is not worth the effect, though I have got good Set Bonuses out of it. I rarely run it on my Dark tanks, though several of them do have it.

Yeah, Dechs' build is stupid good.

Dark Armor in general is an awesome set, but it catches a lot of flak because many people don't understand how to build and play a DA effectively. It's not quite as straightforward as Invuln or Willpower and it requires you to think outside the box a little bit on your slotting choices, but the end result is very worthwhile.

Edit: forgot to answer the question in the OP.

I don't like Cloak of Fear personally. If the end cost were lower or the accuracy higher I might feel differently, but as it is right now it's largely a waste of endurance for me. Looks cool though.

I think Cloak of fear should be replaced by "Dark Burn", a negative energy version of burn....

Ok, not really. Warboss(aka Nuclear Medicine) and I keep joking about how every defensive set needs "burn", and I couldn't help myself.

I have CoF on my Dark tank, but I use it mostly in situations like the ITF where the foes are highly stun-resistant. It's definitely not required; I think Op Gloom has a much better cost/benefit ratio.

If you do decide to take CoF, it'll need three slots at absolute minimum. You can get decent levels of accuracy and end reduction by frankenslotting three Acc/End Red IOs from Fear sets.
