Network lag after ~5 minutes in new zones

So my game runs just fine every time I enter a new zone. When I do the /netgraph 1 command I get the small grass lookin line. Then like 2-5 minutes later I start getting network lag where I am losing packets, and NPC's start moving speratically, dead mobs will continue standing up, my powers recharge is all off so I dont know what powers are up, and I just start spamming crap.

This isnt a HUGE deal, I mainly play my MM so my bots can still take care of business or the most part, but its freakin annoying.

It was REALLY bad before updating my GPU (Radeon HD 5870 laptop GPU).

Any idea's what could be causing this? I read the common FAQ's about it, but what it describes seems like it would be a constant issue, and I dont have any of those background programs running except Skype.

what are your tracerts to the game servers looking like - they will indicate which links have problems
also what percentage of packets are lost. From that you can determine whether its a problem within your own network or if not who you need to complain to

Changing your GPU will not affect network lag so it could be you have more than one problem

Also do you see the problem without Skype running - its not the most efficient with system resources

alighty, if you wouldnt mind explaining what a tracert is please? :P and how to see what they are looking like? and my percentage of packets lost looks like about 15-20%. The lost packets are consistant as to when they are lost (like, my /netgraph 1 looks like a patten of green then red in equal iterations with a few random spots of yellow)

Tracert, http://support.microsoft.com/kb/314868

Are you using a router, wireless? If you are, take it out of the equation and plug directly into the computer and see if the issue persists. Routers/modems can and do fail.

that shows me how to use TRACERT, but I dont know to run TRACERT. Is it a program I need to download? Im trying the non-wireless route right now. I just plugged in my ethernet and turned off my wireless.

Im wondering if its my modem/ISP. I am stationed in Baumholder Germany (United States Army). So that may be part of the issue but I dont know why it acts fine for a few minutes, then starts hiccuping like crazy.

I appreciate the help so far btw.

Nothin else?

You can try to find out where, the packet loss is failing at and try to get the ISP to help once you find it. Ive used http://www.pingplotter.com/freeware.html but there are several other tools/programs you might try as well.
