Tiers?

I have a silly question about tiers.
I'll look at the power pool of Speed.

Powers
One: Flurry
Two: Hasten
Three: Super Speed
Four: Whirlwind

Most people are on the page of:
Tier One = Flurry
Tier Two = Hasten
Tier Three = Super Speed
Tier Four = Whirlwind

Slightly confused as to this.
Both Hasten and Flurry are available at level six. Would they not be the same tier; tier one?
Super Speed; tier two?
Whirlwind; tier three?

Or am I just completely off my tree?

Well "tier" basically refers to both where the powers are listed for the powerset and what level or prior power selections are required to access them.

Primarily it's the power's location in the list for the powerset.

just to clarify (because I discussed this with someone who did not know):

You need just one of Flurry or Hasten to access Super Speed.
You need to have 2 Speed Powers to get Whirlwind.

(This changes when you are long time Vet).

To clarify further:

It only changes with the first, and not the second. You can access Super Speed (or other travel powers) earlier at level 6 with the 60 month reward badge, but it does not affect Whirlwind (or other tier 4 travel pool powers). They still require 2 previous powers to obtain.

Of course, the travel pool selections are being updated in I21, so this will change in 2-3 months anyway.
