The reason we have separate Beta and Test servers is so that changes to the Live game can be tested even while there's a closed beta ongoing.
Also, it is possible to copy your live game version into the Beta folder of your directory, to minimise the downloads (and you have to force it to repair the install), but the I21 Beta client is a drastic change from Live, so may download a LOT before it works.

What about transferring characters over?
Same way you do to Test: click the link to the character transfer tool, and you get to pick if you want to send it to Test or Beta when you select the character.
It is not possible to transfer a toon from Test to Beta, though: Live to Test, or Live to Beta, only.

Don't bother trying to get on the Beta server at this time because they have it locked out for testing COH: Freedom until 4 pm today.
