It's possible that either the TurboV software, the Smart Doctor or the GPU Boost software is causing the problem. One allows you to overclock the CPU, one overclocks the shader clock of the graphics card and the other allows you to overclock the onboard Intel IGP. It's possible that one, two or all three are causing a conflict with CoH.
We've seen examples in the past of the EVGA Precision Tool or other overclocking tools causing problems.
Also, I see that the Asus EPU program is running as well. This is a fairly new Energy Processing Unit designed by Asus that is supposed to be a Power Management tool. Since it works with Overclocking and power saving features at the same time, it may be introducing a new problem that we haven't seen yet.

I did just uninstall the ASUS EPU, and still no luck.
Well I went in, killed the TurboV software, Smart Doctor, and GPU Boost in the Process under task manager. Once these were down, tried running CoH again and still hung on the loader graphic. I couldn't find the EVGA Tool or ASUS EPU to disable them to see if they would be causing the problem.
Sorry I wasn't clearer. I only mentioned the EVGA Precision Tool as an example of a program that does similar things to what the programs I listed as possible problems do, overclocking and fan controls. I wasn't saying it was on your computer.
Other than that, I really don't see anything out of the ordinary in your CoH Helper or HiJackThis logs. At least, nothing that I can recognize as having caused problems in the past or behaving similarly to other known problem programs.
Can you launch the game in Safe Mode? Open the launcher, right-click on the City of Heroes entry and select Properties. Put a check mark in the box at the bottom for Launch in Safe Mode and click OK. Then launch the game.
If you can launch it in Safe Mode, it will load with the lowest graphics settings. You can then raise the graphics to an acceptable level. I'd recommend setting the screen resolution first since it will force you to restart the game. A safe setting would be the one ending in (Desktop) since it will use whatever you have as your Windows resolution. After the game restarts, change settings one by one and click Apply Now after each one. You may even want to occaisionally quit to the Desktop and relaunch the game to make sure it's loading correctly. If it doesn't, go back to the Launch in Safe Mode setting and try again, but restart the game after fewer changes each time until you find the setting causing it to hang.
Other than that, I'm pretty well out of ideas. Maybe one of the other techs here can spot something I'm missing.

I'll second the safe mode idea. I'd also suggest basically turning off everything you have running in the running processes area above.
Beyond that, how long exactly have you had this issue? Did it just happen out of the blue or have you made any changes/modifications/upgrades/etc of any sort around the time this started? Basically any sort of change in hardware or software at all? Have you tried verifying your game files?
It is known that there are an infinite number of worlds, simply because there is an infinite amount of space for them to be in. However, not every one of them is inhabited. Therefore, there must be a finite number of inhabited worlds. Any finite number divided by infinity is as near to nothing as makes no odds, so the average population of all the planets in the Universe can be said to be zero. From this it follows that the population of the whole Universe is also zero, and that any people you may meet from time to time are merely the products of a deranged imagination.
I will have to try the same mode graphics adjustment tonight when i get home and post my results.
And to Back_Blast, I recently built this rig about a month ago and have been trying to get CoH to run on it since the first day but have had zero luck. Before this I have run the game on two older pc's at launch and on my macbook pro for the past several years and have never run into an issue before.
And thank you to both of you for taking the time to look into this.
I'd also suggest trying setting the video to always use the external card and see if that makes any difference - I believe there have been some cases where the MB switching between the external card and the 4850 doesn't go as smoothly as it should.

I can launch the game in safe mode, set the screen res. to desktop, saved changes and exited. Then unchecked the safe mode, tried loading up CoH, and still hung on loading graphic.
Also disabled onboard GPU in bios, killed all processes listed that were not needed to run OS/Graphics. Then uninstalled TurboV software, Smart Doctor, GPU Boost, and avast antivirus.
So in short its stripped down of any fluff and still won't cooperate. Only other idea I may have is to do a complete wipe of the harddrive and start over, not sure if it will be worth it tho. The kicker is just that I can run anything else I throw at it on either high or max settings and it doesn't flinch, but with CoH it just bends over and says take me now.
Good news everyone! Got CoX to run, but had to completely reformat the hard drive and install a fresh copy of Win7. In the end I can now return to blastin' people in the face.

I've crawled the forums for about 3 weeks and have found several other threads created about the same topic and have tried all suggestions given in those without any success. Also filed a support ticket with NC Soft and they haven't been able to pin down the issue.
