Dimple Berry is correct, it's up to you.
However if you're just asking about advice starting a controller, I'd definitely go Praetoria. Some love it, some hate it, but it's new and shiny and you should decide yourself if you like it.
Personally, I would also recommend rolling a villain and starting in Mercy. VEATs, you know.
And hanging out on Champion.

What's "many" years? I would suggest you roll a brand new character.. through Praetoria.... then you can go Red or Blue. If you don't have any real ties to the old ones... re-roll them too.

However, I wouldn't recommend re-rolling like Mr. NoBody suggests. Keep the existing toons, just start new ones. You've got plenty of slots.
