Perma-Hasten needs +275% recharge. By my numbers, 2 level 50 recharge IOs puts Hasten at 269%, not quite enough for Perma but close enough by any reasonable definition.

Forgot to mention the build is also using the t4 spiritual alpha.
Then that's at least an extra 22%(ish), I think you should be fine.
EDIT: Tossed together a quick thing in Mids that has 185% global recharge (Hasten on), 2 level 50 IOs in Hasten, Spiritual Radial Alpha. Hasten has a downtime of 112 seconds under these conditions, which is in fact Perma. The third IO is only giving you an extra 2 seconds by this point.

Thanks for your help.
One day I'm going to figure out how to make Mids do math for me, and take incarnate stuff into account. (I only see an option to turn "Incarnate on" in mine, but no section that lets me pick individual Incarnate powers.)

Just working on some tweaks for a build and wondering, how much global recharge is needed to keep Hasten Perma with two slots? The build in question has 186% global recharge with hasten toggled on. If I can pull the third slot from it and keep it perma (it is using 3 generic level 50 recharge IOs by the way) I could free up an extra slot to put elsewhere.. Which would be great.
