Anybody else short on health buffs from IO sets?

My Brute is suffering from some health buffs missing and is only registering 11 health buffs from my IO sets rather than 14. Anyone else experiencing this bug?

I have 5 Captain Mako sets, 4 Numina Convalescence sets, a Performance Shifter set, a Luck of the Gambler set and 3 Titanium Coating set. The Titanium Coating and Captain Mako sets are equivalent to 1.5% health buff. I am missing 3 health buffs from either.

Are you exemplared down 4 or more levels below the level of the IO?

EDIT: Wait, I thought you meant IOs like Numina's: +Regen/+Recovery. Let me be more specific: Are you exemplared down 4 or more levels below the highest level IO you have slotted in that power? In the case of Mako's Bite, if you have (for example) 3 pieces slotted at level 40, and you exemp down to 36 or below, you lose that set bonus.

I find this really difficult to explain, this page on the wiki explains it more thoroughly.

Any IO bonuses beyond 5 of the same (in this case, +1.5% Max HP) do not count. This is only true of bonuses that have the same name, which Mako and Titanium Coating unfortunately do.

If you're going specifically for Max HP bonuses, you could drop 3 sets of Mako for Crushing Impact... but since I'm guessing you chose Mako primarily for its defense bonuses, I doubt you'd want to do that.

Thanks Chad. That explains a lot. Although I have to say, I am not a fan of that ridiculous law. I don't even think it's public knowledge because even the people working at NCsoft didn't provide me this answer when I emailed them and they replied. Unfortunately I will be stuck with this for awhile til I get a respec.

It's in the inventions tutorial in a very vague and offhand comment that is very easily forgettable. (especially since a lot of people either don't run the tutorial with all characters, or blind-click through, or don't have alts)
